UPDATED: Senate President Ruggerio Says PawSox Deal is Dead for This Session

What a difference a day makes. On Monday, Governor Gina Raimondo told GoLocal after the Commerce Corporation meeting that she supported the proposed package negotiated by her Commerce Secretary Stefan Pryor.

But, by Tuesday afternoon the proposed $38 million ask in public financing by the owners of the PawSox  was dead for this legislative session. Senate President Dominick Ruggerio shot it down. Ironically, he had been publicly the strongest supporter.

On Tuesday, Raimondo who was in Chicago for a fundraiser was unavailable for comment.

President of the Senate Dominick J. Ruggerio issued the following statement regarding the PawSox stadium proposal today:

“The Senate has not received any legislation from the Governor’s office or the Pawtucket Mayor’s office. At this point, it is too late in the session for a thorough, public review of a proposal of this magnitude. Should legislation be forthcoming, I am not opposed to reconvening in the fall to consider it in a deliberative and public manner.”

Speaker Nick Mattiello who refused to take the lead on the financing scheme said he was waiting for the Governor to lead the effort. 

Larry Berman, the Speaker's spokesperson issued the following statement:

“According to the House rules, it is long past the bill introduction deadline and any new legislation needs the approval of the Speaker before it is drafted.  He does not anticipate granting permission to have a Pawtucket stadium bill drafted unless it is requested directly by the Governor.  Speaker Mattiello is not putting a deal before the House Finance Committee that was negotiated by the Governor, as the chairwoman of the Commerce Corporation, without her endorsement and her stamp of approval.  The Speaker finds it highly unusual that the Governor is unwilling to endorse a financial plan that she and her team negotiated.  The stadium is a significant taxpayer investment, and with the Governor sending mixed signals, it is likely too late in the session to initiate a proposal of this magnitude.  The House Finance Committee has a great deal of other work to do.”

The late session theatrics did spark support from leading stadium opponents.

Pat Ford, Chair of Libertarian Party of RI told GoLocal:

"While we appreciate Senator Ruggerio's recognition that it is far too late in this legislative session to even consider such an expenditure. We will remain vigilant, in the event last minute attempts are made to strike some type of backroom financing deal.

Going forward, it is clear that some type of study group, comprised of legislators, investment professionals, and ordinary citizens should be formed, with the goal of extensive analysis of the operating environment, the objectives, and the costs of building a stadium in Pawtucket.

We remain resolute. There is absolutely no case to be made for taxpayer resources, at any level, in any form, to support the development of a privately owned stadium."


The Pawtucket Red Sox refused comment.
