RI EMT With Expired License Treated 287 Patients

The Rhode Island Department of Health Center for Emergency Medical Services has completed a review of allegations of unprofessional conduct in regard to practicing without a valid license by Pawtucket EMT Joshua Giglietti and found that he was practicing with an expired license.

 

According to the RIDOH in a letter to Giglietti, “Your RI paramedic license expired on March 31, 2025. Since March 31, 2025, you have been recorded on 287 EMS patient care reports, in which you were the primary or secondary provider”

“RIDOH is proposing to resolve this complaint with the attached Consent Order containing the terms of this proposed resolution. Please read the Consent Order carefully, as it is a legal document that may obligate you to take certain actions that take time, cost money, or both. You are strongly encouraged to retain legal counsel before signing this Consent Order, to make sure that you understand what you are signing.”

 

According to RIDOH:

1. Respondent was a licensed as a Rhode Island Emergency Medical Technician (EMT)

Paramedic, license number EMT14508. The license expired on March 31, 2023.

2. Subsequent to March 31, 2025, Respondent continued to treat and transport patients without an active license.

3. Subsequent to March 31, 2025, Respondent failed to notify his employer, the Pawtucket Fire Department, that his license had expired, and continued to work as a paramedic on behalf of the Providence Fire Department.

4. The conduct described in paragraphs one and two above constitutes unprofessional conduct in violation of R.I. Gen. Laws§ 22-4.1-9 and 216-RICR-20-10-2.S(E) and (G).

5. That Respondent has applied to have his EMT license reinstated.

6. Respondent has an active and valid National Registry of Emergency Medical Technicians paramedic certification with an expiration date of March 31, 2026.

7. Respondent admits to, and hereby agrees to remain under, the jurisdiction of RIDOH.

8. Respondent has read this Consent Order and understands that the purpose of this Consent Order is to resolve the complaint of unprofessional conduct alleged against the Respondent and to reissue his EMT license.

9.    This Consent Order is an agreement between RIDOH and Respondent; and any failure to adhere to the terms and conditions of this Consent Order may constitute unprofessional conduct and may subject Respondent to further disciplinary action at the discretion of RIDOH, including but not limited to, Suspension or Revocation. 

According to the documents, if he agrees to the consent decree he faces 18 months of probation and additional professional training.
