Two Men Charged in $10 Million Kickback Scheme

A U.S. Navy employee and a Navy contractor have been charged with bribery of a public official in connection with an alleged $10 million kickback scheme. The charges were announced yesterday by U.S. Attorney Peter Neronha.

Ralph Mariano, 52, of Arlington, VA, is a civilian program manager and senior systems engineer with the United States Navy’s Naval Sea Systems Command (NAVSEA) in Newport. Anjan Dutta-Gupta, 58, is the founder and president of Advanced Solutions for Tomorrow (ASFT), a technology services company with offices in Rhode Island and Georgia. Dutta-Gupta is a resident of Roswell, Georgia.

Mariano, who oversaw $120 million in naval contracts, allegedly added funds to contracts with ASFT for work that was never done, according to Neronha. In return, Dutta-Gupta is accused of kicking back about $10 million to Mariano as well as his his relatives and friends.
